The foreign capital department from PLBrasil attended to a public meeting at Brazilian Central Bank in City of São Paulo on November 22nd, 2016, which the main subject was to present the new RDE-IED (Electronic Declaration Registry for Direct Foreign Investment) project system. In RDE-IED system are registered the direct foreign investments in Brazilian companies, mainly supported by the Brazilian Law 4.131/62, Which characterizes a direct investment in corporate shareholder – except those organized markets as stock market – and the permanence in long term resources.

With relevant operational changes, new interface to the users and information of the current position of some corporate data and financial of the previous RDE-IED system, please be advised that the new system will only be accessed by a web platform.

According to the Central Bank Board, the system will be immediately available to companies, consultancies and financial institutions for tests and/or suggestion for adjustments and by the end of January/2017 will become the official implantation for insertion of the declaratory records.

The Brazilian Central Bank will promptly release the changes in the regulations and declaratory records’ manual.

In respect of the RDE-ROF (Financial Operation Registry) module, the Central Bank will complete the migration to RDE-IED and afterwards will advance progressing with other module project, such as schedule of the disclosure date, homologation and applying suggested improvements.

The Brazilian Central Bank has informed that after all the changes and migrations are made, all access will be disabled and blocked in regards to the actual PASCS10 program, which operates through system DOS platform.

We highlight that the RDE-IED and RDE-ROF modules’ deadlines for registration and updates and also, mandatory declarations and penalties remain unchanged up to the present date.

We inform that all Brazilian companies (investees) are responsible for the records and updates of the RDE-IED and according to the current regulation of the Brazilian Central Bank, must have their foreign investor registrations organized to the update migration of the data in the new platform.
